Samsung has remaster, idk what to do for iphone ppl tho.
Wow i just tried using remaster for stuff i had, did pretty good

What is this exactly, a computer program ? Is it free and easy to use ?
On samsung phones, at least newer ones. In the galary you can “remaster” the photo and it tries to make the photo look better and for blurry pictures it actually makes it look a tad better
