Also whats the best form to find frames from caps, when I go through quicktime, the best frames are typically low res/blurry

If by 4K supported, you mean you can make a GIF of 4K videos, then yes.
As long as the clip size itself is less than the sites max limit.

Ive recently been trying to figure out the best way to post gifs on this site.
The gif size has to be less than 10mb which means the gif either has to be super short (like 2 seconds) or super compressed.

Yea even tho it says 100mb, 10 mb seems to be the max. I have to drop frames just to hit this
